A major Live Local Act housing push in Miami Beach has hit a sudden pause. Developer Russell Galbut, co-founder of Crescent Heights and a member of a family with seven generations of ties to Miami Beach, has withdrawn three pending applications filed under Florida’s Live Local Act, a state law that lets developers bypass certain local zoning rules in exchange for including workforce or affordable housing.
The withdrawn projects span three sites: 1575 Alton Road, 740 Alton Road, and 880 71st Street. Combined, the proposals would have added roughly 360 residential units to the barrier island, with a mix of market-rate and workforce-priced apartments. The 1575 Alton Road application had been under city review since 2024 and had already faced multiple denials.
In a letter to Miami Beach’s city manager, Galbut said he still supports the original intent of the Live Local Act — building more affordable and workforce housing — but that “the conversation surrounding this legislation has moved away from that intention.” He credited conversations with Miami Beach Commissioner Alex Fernandez and Miami-Dade Commissioner Vicki Lopez, both of whom have pushed to rein in how the law has been applied on the island, and said the withdrawal is not a retreat from supporting more housing in the city.
The move lands at a tense moment for development on Miami Beach. As of mid-October, the city had five approved Live Local projects and roughly a dozen more applications pending, according to local reporting. City commissioners have also been weighing a formal response to the law, including potential litigation, a push for changes in Tallahassee, and tighter scrutiny of how future applications are reviewed.
For Miami-area business owners, especially those in retail, hospitality, and commercial real estate, the Live Local fight is worth watching closely. How it plays out will help shape how much new housing — and the foot traffic and labor pool that comes with it — lands in Miami Beach’s commercial corridors over the next few years.
